The Congressional and media focus on certain military issues recently has created enormous political pressure for Commanders at all levels to be unduly harsh. Furthermore, the Department of Defense is under great budgetary pressure to reduce troop levels. While this may (or may not…) make sense for the country as a whole, it can certainly lead to unfair results for individual service members.
